Bidding & Tendering Management

• Manage and direct all bidding and tendering activities across the company.
• Develop comprehensive bidding plans perfectly aligned with the overall business orientation and strategy of the company.
• Control the progress, quality, and overall efficiency of all bid and tender submissions.

Opportunity Evaluation & Bid Preparation

• Search for, update, and evaluate new project opportunities from investors, partners, and related channels.
• Analyze project feasibility, financial efficiency, and the level of market competitiveness.
• Direct the thorough research of bidding documents, including all technical, legal, and commercial requirements.
• Coordinate effectively with relevant departments to build comprehensive capacity profiles, construction measures, schedules, and bid prices.

Volume Take-off & Cost Optimization

• Control the volume take-off processes, cost estimations, and unit pricing for all bids.
• Evaluate the competitiveness, efficiency, and potential risks of proposed bid prices.
• Propose cost optimization strategies to significantly enhance the probability of winning bids.

Stakeholder Management & Negotiation

• Represent the company in working directly with investors, consultants, and partners throughout the bidding process.
• Participate actively in clarifying bid details, negotiating commercial terms, and finalizing contracts.
• Maintain and continually develop strong relationships with key clients and strategic partners.

Data Management & Team Leadership

• Manage the bid documentation system, capacity profiles, and pricing databases securely.
• Build a robust and reliable database of suppliers and subcontractors to serve bidding operations.
• Assign, supervise, and meticulously evaluate the performance of the Bidding Department staff.
• Train team members, build standard procedures, and continuously improve bidding processes and forms.

Education & Qualifications

• Bachelor's Degree in Construction, Construction Economics, Project Management, or related fields.

Experience & Knowledge

• Minimum of 5 years of professional experience in bidding, estimating, or tendering.
• At least 2 years of proven experience in a management or department head position.
• Proven experience participating in construction, real estate, or general contractor projects is highly preferred.
• Deep understanding of bidding processes, contract management, volume take-off, cost management, and relevant construction and commercial laws.

Skills & Competencies

• Highly proficient in MS Excel, AutoCAD, and specialized estimating software.
• Strong management, work coordination, and personnel leadership skills.
• Excellent communication, negotiation, and partner collaboration skills.

Personality & Attitude

• Careful, proactive, and highly capable of working under intense pressure to meet strict bid deadlines.
• Highly responsible and strategic in managing company resources and bid pricing.
