Job Description

HR Service Management (70%)

  • Manage and lead the HR Service Team to ensure operational efficiency, flexibility, and service excellence.
  • Review and approve payroll reports for all projects on schedule; coordinate with Accounting to ensure timely salary payments.
  • Support payroll calculation for new projects when required and assist with temporary workload during manpower shortages.
  • Handle customer complaints and provide timely and effective solutions; escalate issues to the Board of Directors (BOD) when necessary.
  • Monitor daily service activities between the HR Service Department and clients; propose improvements to enhance service quality.
  • Assess training needs and develop both short-term and long-term development plans for the team.
  • Develop, implement, and monitor HR service processes and data management procedures across all projects/clients.
  • Support the Social Insurance Department in handling operational issues during staff shortages.
  • Update and communicate new legal and regulatory changes related to labor and social insurance to the internal team.
  • Track contract timelines with clients/projects and advise management on renewal or amendment terms.
  • Act as a liaison between departments (Social Insurance, Accounting, Labor Union, External Relations) to ensure smooth and compliant service delivery.
  • Research labor market trends and competitors’ service improvements to recommend enhancements to management.
  • Support the BOD and Sales Department in client acquisition, ensuring smooth handover and project setup processes.

Administration (15%)

  • Oversee general administrative operations.
  • Represent the company in dealings with state authorities regarding labor and other related matters.

 Labor Union Management (10%)

  • Serve as the Chairperson of the Labor Union, managing all union-related activities.
  • Coordinate between the Union Executive Committee and employees to foster positive labor relations.
  • Ensure compliance with labor policies and employee welfare regulations.
  • Manage and utilize union finances in accordance with the law.

Other Duties (5%)

  • Perform additional tasks as assigned by the BOD.

Job Requirement

Education & Experience

  • Bachelor’s degree or higher in Human Resources, Law, Economics, or related fields.
  • Minimum 5 years of experience in HR and Administration management.
  • Strong knowledge of labor laws and related legal regulations.
  • Prior experience in HR services, manufacturing, or large-scale F&B companies is preferred.
  • Basic proficiency in English communication.
